Econometrician

The Government of KP has adopted a multi-year Accelerated Implementation Program (AIP), 2019-2022, to address the key developmental gaps in the Merged Areas (MA), erstwhile Federally Administered Tribal Areas (FATA). The government has limited bureaucratic capacity and is ill-equipped to developmental challenges faced by the MAs. UNDP is implementing its Merged Areas Governance Project (MAGP) as key partner in the process of Merged Areas development by providing technical assistance to the government.

The recent pandemic of Corvid-19 has created a new set of challenges for all institutions including governments. The kinds of problems created have not been faced by anyone in recent history going back for at least a hundred years. The concern is that apart from the (hopefully) short term effects on health of population resulting from the high transmission rate of the virus, there will be more long-term effects on the economy. The economic effects will affect much larger segments of the population particularly the vast majority that is engaged in informal sectors. In order to counter the effects of this crisis, the Government of KP has formed a Task Force. The Lead Economic Adviser of MAGP is a member of the task force. The purpose of the task force is to analyze the current economic situation and suggest remedies and mitigation strategies. For this purpose, the services of two different senior economic analysts are required.

The Econometrician will report to the Lead Economic Advisor (LEA) MAGP and carry out the following duties and responsibilities:

  • Assist KP Economic Task Force in data management and run econometric models provided by LEA
  • Run analysis of the effects of mitigation measures on econometric activities across sectors.

Performance will be assessed on the tasks assigned by the Lead Economic Advisor.

Description

UNDP is extending support to the Government of Khyber Pakhtun khwa (KP) in the integration of KP Tribal Districts and is working with the Provincial Command and Control Center (PCCC) to strengthen COVID-19 management capacity as well as design potential interventions at the district level. As a district associate, you will spend most of your time working within the newly established District COVID-19 Response Command & Control Centers (CCC). You will be responsible for working with district officials (especially DCs and DHOs) to provide IT support to facilitate implementation of response plans as well as reporting back to central CCC in Peshawar on progress and support needs. You will also engage with various UN agencies with field operations as well as other NGOs active in the district involved in COVID-19 response for coordination of activities. This post provides you a unique opportunity to be an integral part of Pakistan’s COVID-19 response in the Merged Areas.

The District officer will provide IT support to enhance crisis management capacity of the district, Merged Areas, and as a focal point for coordination for all stakeholders, i.e., UN agencies and field operations.

Day to day supervision: Provincial Team Lead, Provincial COVID-19 Command Centre.

He/ She shall be required to:

  • Engage local district administrations for information dissemination about COVID-19 in their respective districts through the communication channels and sources in reaching audiences of different areas of merged districts.
  • Facilitate/Assist in the development of district-level information and dissemination plans for maximizing information/communication reach the maximum population with the most accurate and credible information.
  • Assist District Commissioner Office and District Health Office to equip and deploy Rapid Response Teams (RRT) in all districts.
  • Assist getting the relevant line departments to manage operation of COVID-19 isolation centers and support line departments to equip the staff therein.
  • Assist in the management of the district COVID-19 command center processes and routine activities.
  • Assist in the effective engagement of local NGOs and CSO in coordination and communication about COVID-19 response in the field, alongside gathering the field response and statistics about multiple variables in play.
  • Manage data collection, record keeping, and timely reporting.
  • Install and configure computer software and applications.
  • Troubleshoot system and network problems, diagnosing and solving hardware and/or software faults.
  • Facilitate use of PMRU portal for data collection, analysis, and reporting.
  • Enable increased social distancing (remove need of travel to Peshawar etc for meetings) while maintaining business continuity of DC and DHO offices by facilitating officers in the use of IT solutions including videoconference applications such as Zoom and electronic signature software for documents.

The position is based in Mered Areas.

Performance indicators to be set quarterly using the industry-leading OKR system. OKRs will be scored at the end of the quarter according to the following metric:

Requirements

  1. Familiarity with the cultural and social norms of Merged Areas (erstwhile FATA) or KP;
  2. Familiarity and experience of doing assistance work units/ offices that have interaction with multiple stakeholders like UN agencies, local NGOs, Regional CSOs, Public offices, and community in Merged Areas;
  3. Excellent communication and interpersonal skills, computer, analytical and report writing skills;
  4. Experience of working with the government an asset;
  • Good understanding of new and evolving technologies and digital platforms;
  • Ability to work in close coordination with other team members.
  • Self-motivated, highly organized, collaborative, and able to create in a fast-paced and growing environment

Education:

Master’s Degree from a reputable university in Development Studies, Information Technology, Computer Science, Social Sciences or a related discipline

Experience:

Minimum of 3 years of experience in relevant field. Experience with crisis management, Disaster Risk Reduction, and risk communications a significant asset. Minimum of 5 years of experience with a Bachelor’s Degree.

Candidates from merged areas with equivalent qualification and experience would be given preference.

Language Requirements:

Command of English and Urdu languages. Pashto is a significant asset.

The DSO will define, own and solve problems related to digital government services. The DSO will rapidly test and design products through collaboration and co-design. They will support the Chief Technical Specialist and technical advisors. They may line manage a digital services associate, as well as sub-contractors.
