Special Education Department, Government of the Punjab requires services of energetic, enthusiastic and result oriented officers/officials (Male/Female/Transgender), having domicile of Punjab, to be hired under development scheme titled “Strategic Planning Unit of Special Education Department” (G.S. No.129 of ADP 2020-2021),on contract basis. (upto June, 2022) (likely to continue) for the following posts:

Specialist | • Master degree in Business Administration, Economics/ Statistics/Finance. • Diploma/certificate in Public Procurements will be preferred. • Well Conversant with Contract Management and PPRA Rules/Procedures. • Well Conversant with Procurement of Goods and Services, Annual Procurement Plan and Procurement documentation. • At least 5 year experience in Government sector including 03 Year Experience in Public Procurements. • Surveillance skills and inventory control knowledge. • Strong computer skills particularly with one or more types of data analysis and management software. • Strong communication skills both written and verbal in English. • Expertise in report writing, documentation. • Leadership qualities, personnel and team management. • Must have Managerial and Operational Management skills. • Willingness to travel. |
I.T. Specialist | • At least Second class Master’s Degree from recognized University, in Information Technology, Computer Sciences having system analysis as major subject or equivalent discipline, having five years of experience of working in public or private sector. Preference will be given to the candidates having knowledge of Data Analysis software, i.e., SQL, SPSS. • Strong problem-solving capacity. • High-level written and verbal communication skills. • Project management skills • Ability to work under pressure and in tight deadlines. • Knowledge of data modelling and data visualization tools. |
Monitoring & Evaluation Specialist | • Master degree in Social Sciences preferably in Public Administration, Public Policy or Economics. • A Certificate/Diploma in M&E or data analysis will be an advantage. • Foreign Degree /Training holders will be given preference. • Minimum of 05 year experience in monitoring and evaluation in a multi-stakeholder environment including 03 year experience of working on M&E Systems in Public Sector. • Knowledge and experience of M&E systems and related software for social services (e.g. education, health. Rehabilitation will be preferred. • Experience of reporting clearly and comprehensively on a complex portfolio of activities. • Strong computer skills particularly with one or more types of data analysis and management software (e.g. MS Office, SPSS, Atlas, Nvivo, etc.) • Strong Report Writing and communication skills both written and verbal. • Ability to lead multi-disciplinary experts and coordinate their work • Willingness to travel. |
Planning Specialist | Eligibility Criteria • Masters or higher degree in Public Policy/Public Administration /Business Administration/ Education/ Educational planning and Development Studies with planning and research experience of 5 years or more • Should possess data driven approach • Expertise in architectural designs of educational institutions and theory • Special education related knowledge will be considered as an edge • Communication skills to liaison with stakeholders • Knowledge of software like Statistical Package SPSS, Stata. • Able to introduce the innovative approaches in the department by linking teaching, learning and research strategic objectives to the physical environment in order to create an effective and supportive learning environment |
Curriculum / Assessment Specialist | • Master or higher education degree in Special Education, Education Planning, M. Ed or relevant field having five years relevant experience in special education • Possessing effective writing and Interpersonal skills to establish effective working relationship with teachers and heads of institutions • Skills to coach teachers on effective instructional strategies and pedagogical skills • Be aware of latest technologies, standards, testing, and new curriculum • Research experience in relevant field • Knowledge of relevant laws, codes, regulations, policies and procedures. • Able to assist the implementation of curriculum including curriculum innovation and planning, research, data analysis, assessment, coaching and professional development. |
Psychological Services specialist | • M. Phil in Applied/Clinical Psychology with clinical and research experience of 3 years or more. • Expertise in assessment, interventions and evaluation of treatment plan for children with special needs • Effective report writing and interpersonal skills to establish working relationship with professionals of the field • Special education related knowledge will be considered as an edge • Communication skills to liaison with stakeholders • Knowledge of software like Statistical Package SPSS • Research experience in relevant field • Knowledge of relevant ethical codes, standards, values regulations, policies and procedures • Candidate with research publications will be preferred • Able to regulate psychological services through maintenance of service quality, implementation of ethical standards values and provision of technical support. |
System Analyst | At least Second class BS (Hons) (4 years Degree) from recognized University, in Information Technology, Computer Sciences having system analysis as major subject or equivalent discipline having five years of experience of working in public or private sector. Should also have three years relevant experience in Data base management and I.T Infrastructure. Preference will be given to the candidates having knowledge of Data Analysis software, i.e., SQL, SPSS • Strong problem-solving capacity • High-level written and verbal communication skills • Project management skills • Ability to work under pressure and to tight deadlines • Knowledge of data modelling and data visualization tools. |
Research Associate | • Minimum Graduate (BNB.Sc.) with two year experience in relevant field  Proficiency in M.S. Office (Excel, Power Point and Word) having English and Urdu communication skills (written and oral). Attention to detail to effectively coordinate assessment, monitoring and evaluation processes. Preferable criteria: Knowledge of basic statistical concepts and the ability to deal with large data sets with the help of analysis packages. |
Computer Operator | • Intermediate in Computer Science (ICS) from a recognized Board with a speed of 40 words per minute of typing on computer; & • Having three months computer training course in MS office from TEVTA or any recognized institutes. |
Naib Qasid | • Literate |
Sweeper | • Literate |
