PROJECT IMPLEMENTATION UNIT (PIU) – PROVINCIAL DISASTER MANAGEMENT AUTHORITY (PDMA), PUNJAB

WORLD BANK ASSISTED- DISASTER AND CLIMATE RESILIENCE IMPROVEMENT PROJECT (DCRIP)

PIU-PDMA Punjab invites applications from suitable candidates for hiring on Contractual Basis under “Disaster & Climate Resilience Improvement Project”.

PROCUREMENT SPECIALIST (1 post)
Age: 30-50 years
Pay: Rs. 150,000/- P.M (in case of contract employee)
Qualification: Master degree in Project Management / MBA / MPA /M.com Business Economics or in related field from recognized university from HEC.

Experience:

  • At least 5 years of experience in the field of procurement at the national level or with the International Organizations / Donor projects. Prior experience in World Bank procurement will be preferred.
  • Extensive knowledge of all Public Procurement policies, processes and procedures with extensive experience in the application in procurement of  Goods/Works and hiring of Consulting Services
  • Training on Public Procurement, Contract Management and Project Management will be preferred.
  • Demonstrated strong interpersonal and diplomatic skills.
  • Proven ability to work in a collaborative, team environment.
  • Written and oral fluency in English.
  • Knowledge of IT, computer and report writing skills.
  • Well versed with PPRA and Government Procurement Plans.
  • In case of selection of departmental officer, his / her appointment will be made by transfer.
  • NOC required from present employer.

DISASTER RISK MANAGEMENT (DRM) SPECIALIST (01 |Post)
Age: 25-50 years
Pay: Rs. 200,000/- P.M (in case of contract employee)
Qualification: Master’s degree in Disaster Management/ Space Sciences/ Civil Engineering/ River Engineering/ Water Resources Engineering/ Environmental Engineering/ or Master’s degree in environmental/ earth/ atmospheric/ costal / climate change/ geographical/ agricultural sciences or other relevant discipline from a recognized university.

Experience:

  • M. Phil and Ph.D. qualification will be preferred.
  • Should have an experience of minimum 5 years in the field of Disaster
  • Management and Risk Reduction in reputed public or private organizations.
  • Should have adequate knowledge of multi-hazard vulnerability risk assessment (MHVRA) and disaster risk reduction techniques.
    Should have adequate knowledge of latest DRR tools/techniques and world best practices in this field.
  • Ensure integration of Disaster Risk Management best practices in project interventions, particularly those related to Climate Change Adaptation and Mitigation.
  • Develop and supervise the implementation of a training programme on DRR strategies and practices suited to the Project’s target areas.
  •  Should possess strong supervisory, communication, team building and computing skills.

MONITORING & EVALUATION (M&E) SPECIALIST (01 |Post)
Age: 25-45 years
Pay: Rs. 100,000/- P.M (in case of contract employee)
Qualification: Master’s degree in Business Administration/ Project Management/ MIT/ MPA/ Social Sciences/ Agriculture Sciences or related field from recognized university.

Experience:

  • Higher qualification would be preferred.
    Should have an experience of minimum 5 years of M&E Projects.
    Should be familiar with World Bank procedures.
    Possess strong supervisory, communication, team building and computing skills (word processing, spreadsheets and data-bases) and be fluent in spoken and written English.
    A minimum of 03 years of experience in Monitoring and Evaluation of large scale projects.
  • The M&E specialist should demonstrate proven experience with strategic planning approaches, M&E methods and approaches (including quantitative, qualitative and participatory) training in M&E development and implementation, facilitating learning-oriented analysis sessions of M&E data with multiple stakeholders, information analysis and report writing.
    Should be computer literate.
  • Test based selection.

COMMUNICATION EXPERT/REPORT WRITER (01 |Post)
Age: 25-45 years
Pay: Rs. 95,000/- P.M (in case of contract employee)
Qualification: Master’s degree in English Literature/ Business Communication/ Social Sciences/ Mass Communication/ International Relation/ Public Policy or related field.

Experience:

  • Publication in a relevant discipline would be an added advantage.
  • Minimum 3 years of relevant experience.
  • Knowledge of IT, computer and report writing skills
  • Excellent communication skills in both spoken and written English.
  • Ability to work in a team environment to meet deadlines.
  • Should have proven record of Project Reports & Concept Papers, Minutes etc.

LOGISTIC EXPERT/OFFICE MANAGER (01 |Post)

Age: 25-45 years

Pay: Rs. 95,000/- P.M (in case of contract employee)
Qualification: Master’s degree in Business Administration, HRM, Supply Chain, Finance, Management, MPA, Economics, Business Economics (MBEcon), or other relevant discipline from a recognized University.

Experience:

  • Has related working experience of minimum 3 years in a reputed organization.
  • Should possess strong analytical skills and proficiency in operating MS office package independently.
  • Has a pleasant personality and possess quality of troubleshooting the common problems generally faced in a fast tracked operating organization.

IT ASSISTANT (3 |Field based Posts)

Age: 22-35 years
Pay: Rs. 35,000/- P.M (in case of contract employee)
Qualification: Sixteen (16) year education in IT/CS/GIS/RS/Space Sciences/ Geographical Sciences or related field from recognized university.

Experience:

  • Should have 2 years of experience in the relevant field
  • Experience in the office documentation & file management will be an advantage.
  • Should have typing speed more than 45 WPM
  • Should have excellent knowledge/experience of MS Office.
  • Test based selection

General Information:

  1. In case of Govt. employee, Regular Salary + Incentive allowance will be given as per Finance Department policy letter No. FD.SR-1/9-10/2019, dated 31-12-2019.
  2. For S.NO.1 to 3, Departmental officers are also eligible to apply. In case of selection of departmental officers, his/her appointment will be made by transfer.
  3. NOC is required from the present employer.
  4. Verifiable Experience Certificate/letters must be produced.
  5. Only short-listed candidates will be contacted for further process.
  6. Above positions are not time bound, as he/she has to spend extensive time according to the nature of assignment and in its completion (Mandatory).
