The Government of the Punjab is implementing the Punjab Human Capital Investment Project (PHCIP) with the assistance of the World Bank. The credit includes a Technical Assistance (TA) component to help achieve the objectives of PHCIP.
2. Under this programme, PMIU invites experienced candidates having relevant experience /qualification from recognized universities to indicate their interest in providing the services. Interested candidates should provide information indicating that they are qualified to perform the below mentioned services:

Name of Position Criteria / Required Qualification and Experience 
Programme Manager • Masters degree or equivalent (sixteen (16) years of education) in Development Studies/ Business Administration/ Public Policy/ Social Policy/ Social /Economic Development/ Public Administration / MBBS/ B. Engineering or relevant  discipline, from a foreign or local university, duly recognized by the Higher Education Commission (HEC) of Pakistan.
Project Management Professional (PMP) or any other relevant certification, shall be accorded due weightage.
Experience
• At least, eight (08) years of documentary verifiable relevant experience, after acquiring stipulated qualifications, in public and/or private sector  national/international organizations,.
• Due weightage shall be accorded to:
• Experience in project management/implementation, planning and design of large-scale programs.
• Experience working in the Education sector with focus on early childhood education.
• Demonstrated ability to produce reports with quantitative analysis, as evidenced in references made in CV.
Education Specialist • Masters degree or equivalent (sixteen (16) years of education) in Education or relevant discipline from a foreign or local university, duly recognized by the Higher Education Commission (HEC) of Pakistan.
Experience
• At least, eight (08) years of documentary verifiable experience, after acquiring stipulated qualifications, in the education sector, with increasing responsibilities in developing and planning education sector reforms, and government sector school  education management.
• Due weightage shall be accorded to:
• Experience in working with children and teachers at the pre- primary and primary school level.
• Comprehensive understanding of national and international education polities, public sector and broader educational challenges and curriculum in early childhood education in Pakistan.
ECE Curriculum Specialist • Master’s degree or equivalent (sixteen (16) years of education) in Education/ Development Studies/ Business Administration/ Public Policy/ Social Policy/ Social /Economic Development/ Public Administration or relevant discipline from a foreign or local university, duly recognized by the Higher Education Commission (HEC) of Pakistan.
Experience
• At least, eight (08) years of documentary verifiable relevant experience, after acquiring stipulated qualifications, in public and/or private sector national/international organizations, with, at least, four (04) years of experience in Early Childhood Education (ECE) curriculum development, content creation, management and education.
• Due weightage shall be accorded to:
o Experience in working with children and teachers at the pre-primary and primary school level.
o Comprehensive understanding of the public sector and broader educational challenges and curriculum in early childhood education in Pakistan.
Procurement Specialist • Masters degree or equivalent (sixteen (16) years of
education) in Social Sciences/ Economics/Engineering/Business Administration from a foreign or local university, duly recognized by the Higher Education Commission (HEC) of Pakistan.
• Candidate having procurement related certifications like Member Chartered Institute of Procurement & Supply (MCIPS) from CIPS, UK, Certified Professional in Supply Management (CPSM) from ISM, USA, or Certified Supply Chain Professional (CSCP) from APICS/ASCM, or
equivalent shall be preferred. Project Management Professional (PMP), will be considered an additional qualification.
Experience
• At least, eight (08) years of documentary verifiable experience, after acquiring stipulated qualifications, in procurement of Goods, Works, & Consulting services.
• Knowledge and implementation experience of various internationaffnationa I/sub national procurement shall be required.
Social Mobilization Specialist • Master’s degree or equivalent (sixteen (16) years of education) in Development Studies/ Business Administration/ Public Policy/ Social Policy/ Social /Economic Development/ Public Administration or relevant discipline from a foreign or local university, duly recognized by the Higher Education Commission (HEC) of Pakistan.
Experience
• At least, eight (08) years of documentary verifiable experience, after acquiring stipulated qualifications in in the public sector, preferably with a focus on community-based development.
• Experience in developing creative content, awareness campaigns and community mobilization strategies is required.
• Due weightage shall be accorded to experience working on large scale government or donor-funded projects.
Contract Specialist • Masters degree or equivalent (sixteen (16) years of
education) in Social Sciences/ Economics/Engineering/Business Administration from a foreign or local university, duly recognized by the Higher Education Commission (HEC) of Pakistan.
• Qualification in Supply Chain Management / Procurement Management/ Project Management shall be accorded due weightage.

procurement.
ECE Planning Specialist • Master’s degree or equivalent (sixteen (16) years of
education) in Development Studies/ Business Administration/ Public Policy/ Social Policy/ Social /Economic Development/ Public Administration / MBBS/ B.Sc. Engineering or relevant discipline, from a foreign or local university, duly recognized by the Higher Education Commission (HEC) of Pakistan.
• Project Management Professional (PMP) or any other relevant certification, shall be accorded due weightage. Experience
• At least, eight (08) years of documentary verifiable relevant experience, after acquiring stipulated qualifications, in public and/or private sector national/international organizations, preferably in education and early childhood education (ECE).
• Must have team building and organizational development understanding.
• Due weightage shall be accorded to: .
o Experience in project management, Implementation, planning and design of large-scale government or donor-funded programs.
o Hands on experience in evaluation of technical bids,
developing annual plans and design documents such as working papers/concept notes, proposals/PCI, Toffs and progress reports.
o Familiarity with government structures, operations, and
procedure.
Financial Management Specialist • CA/ACCA/ CIMA or equivalent qualification is mandatory.
• Masters’ Degree In Business Administration/Finance/Accounting or equivalent) from an NEC-recognized university/ institute shall be accorded due weightage.
• Completion of articles from a registered Chartered Accountant firm shall be accorded due weightage. Experience
• At least, eight (08) years of experience, after acquiring stipulated qualification, in Public Financial Management with demonstrated experience of working with Finance and Planning department and/or donor funded project finance management. The applicant should be well versed in proposing payment solutions to individuals and institutions under different programmatic components.
• At least, five (05) years of experience, after acquiring stipulated qualification, for qualified Chartered Accountants.
• Working knowledge of the public sector accounting with thorough understanding of PFM cycle, regulatory mechanism, financial modelling and grievance redressal mechanisms of large-scale beneficiary services will be an added advantage.
• Experience of financial reporting based on international Public Sector Accounting Standards in government
institutions.
Monitoring & Evaluation Specialist • Master’s degree or equivalent (sixteen (16) years of education),
in Statistics/ Demographics/ Public Policy/ International Development/ Economics, or related discipline, from a foreign or local university, duly recognized by the Higher Education Commission (HEC) of Pakistan. Advanced certification in M&E, statistics or any other relevant discipline shall be accorded due weightage.
Experience .
• At least, eight (08) years of documentary verifiable experience, after acquiring stipulated qualifications, in monitoring and evaluation, preferably in education/ early  childhood education (ECE) programmes.
• Demonstrated experience in:
o developing logical framework,
o sampling design,
o conducting assessments and surveys,
o data quality assessments and oversight,
o managing and providing training to partners,
o facilitating and serving as the project liaison for externally managed evaluations.
o writing reports with quantitative analysis.
Database Analyst (DBA) • Undergraduate degree or equivalent (sixteen (16) years of
education) in IT/CS, 13W8S with specialization in ITM (Information Technology Management) from a foreign or local university, duly recognized by the Higher Education Commission (HEC) of Pakistan.
Any additional Certification/Diploma, such as SQL, SQL Database Administration or related certification, shall be accorded due weightage
Experience
• At least, four (04) years of documentary verifiable experience, after acquiring stipulated qualification, as database analyst, in government organizations of repute, with experience in data maintenance, software development and programming.
• Knowledge and experience of software development and
programming languages, relational databases, SQL, SQL Express or SQL Server (applications running these backend DBs) and its tuning, .NET, IIS (Internet Information Services), Visual Studio for performance, automating database and server-side application maintenance and monitoring.

The Project will be subject to the World Bank’s Anticorruption Guidelines, dated October 15, 2006, and revised in January 2011 and July 2016.
