The Ministry of Federal Education & Professional Training has received financing from the World Bank under the Pandemic Response Effectiveness in Pakistan (PREP) and intends to apply part of the proceeds for consulting services. The consulting services to be procured on contract basis are as follows:

Title Qualification
Program Coordinator A university degree with 16 years of education, Minimum 15 years’ post-qualification experience in development or private sector or currently in BS 20/21 or equivalent in government/public service.
Coordinator – Academics A university degree with 16 years of education, Minimum 5 years’ post-qualification experience, Minimum 3 years of experience in academic content development, academic content reviewing, curriculum alignment, and management and coordination of education related projects, Working experience in distance learning and virtual systems of education will be preferred.
Coordinator – Visual Content
Editing
A university degree with 16 years of education, Minimum 5 years’ post-qualification experience, Minimum 3 years of experience in content editing and working with digital solutions to learning, Working experience in distance learning and virtual systems of education will be preferred, Hands-on experience of working with media and video editing software is a requirement.
Coordinator – Administration and
Procurement
A university degree with 16 years of education, preferably in Project Management or Business Administration, Finance or Accounting, Minimum 5 years’ post-qualification experience, Minimum 3 years of experience in administration management and procurement, Preference will be given to those having experience of working in disasters or crisis situations.
Coordinator – Financial Management Professional chartered accountant/university degree in Finance/Accounting with 16 years of education, Minimum 5 years of relevant post-qualification experience in financial management, previous experience of working on large projects of international donors will be preferred.
Communications Officer A university degree with 16 years of education, 3 years of post-qualification experience in communications and awareness, demonstrated ability to handle all forms of communications channels including social, print and electronic media
Monitoring and Evaluation Expert A university degree with 16 years of education, Minimum 5 years of experience in Monitoring, Evaluation and Reporting in the development sector, Previous experience on large projects of international donors will be preferred.
Visual Animations Expert A university degree with 16 years of education, Hands-on experience of working with leading/current animation software and well-versed with integration platforms, Excellent handle on various tools of 2-D, non-linear, and 3-D animation tools, Minimum 5 years’ experience in development of animated content, Minimum 3 years of experience leading teams of animated content developers, Having excellent abilities of scheduling and prioritizing.
Visual Animator – I A university degree with 16 years of education, 3 years of experience working with various animation packages and integration platforms, Good grip on 2-D and non-linear animations development and editing, Hands-on experience of working with leading/current animation software and well-versed with integration platforms.
Visual Animator – II A university degree with 16 years of education, 3 years of experience working with various animation packages and integration platforms, Good grip on 2-D and non-linear animations development and editing, Hands-on experience of working with leading/current animation software and well-versed with integration platforms.
Visual Content Editor -I A university degree with 16 years of education, 3 years of experience working as non-linear professional video editor, Hands-on experience of working with leading/current visual editing software and well- versed with integration platforms.
Visual Content Editor – II A university degree with 16 years of education, 3 years of experience working as non-linear professional video editor, Hands-on experience of working with leading/current visual editing software and well- versed with integration platforms.
Programmer/Web Developer A university degree with 16 years of education, in Software Engineering/ Computer Science, and 3 years of relevant experience. Should have knowledge about CMS projects in .Net and PhP (Laravel), Search Engine Optimization (SEO), Google Consoles & Google analytics, experience with code to render web UI and web elements, Visual Studio and HTML/CSS editors, HTML/HTML5, CSS/CSS3, Core PhP, JavaScript, Jquery, MySql, Bootstrap, proven working experience in web and mobile application
development

The Ministry of Federal Education & Professional Training now invites eligible individuals to express their interest in providing the aforementioned services. Interested individual consultants must provide a detailed, dated and signed Curriculum Vitae highlighting qualifications and experience in carrying out similar assignments, as well as references for possible checks.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 [revised November 2017 and August 2018] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants will be selected in accordance with the Open Competitive Selection of Individual Consultants method set out in the Procurement Regulations of the World Bank for IPF Borrower July 2016 Revised November 2017 and August 2018.
